Hasaan Khawar is a management/international development consultant; a journalist and public policy commentator; a researcher and also holds a few honorary positions. He is a public figure in Pakistan and has 20+ years of experience of public and private sector management, through various undertakings in Pakistan and internationally. He has extensively worked in economic growth, public sector enterprise reform and private sector development, including public private partnerships. He is a former civil servant belonging to Pakistan Administrative Service and has also worked with the private sector.

He is an MBA from Washington University in St. Louis, USA and also holds an undergraduate degree in engineering. He received executive education from Harvard University and was trained in law, public administration and leadership from Civil Services Academy and National School of Public Policy (Pakistan).

Management/International Development Consultant: Hasaan is the Team Leader for GBP 15 million Sustainable Energy and Economic Development (SEED) project, funded by UK’s Department for International Development, Department. The project is working on improved economic and urban planning in Khyber Pakhtunkhwa (the north-western province of Pakistan), with the ultimate goal of mobilizing public and private investments that generate greater economic, social & environmental returns.

Hasaan had recently been advising the Senior Minister for Tourism in Khyber Pakhtunkhwa in setting up the provincial Culture and Tourism Authority and transforming the provincial tourism product portfolio, brand and tourism sector management model.

He was also the Team Leader for monitoring and evaluation team for Business Integrity Pilot in Pakistan, funded by UK’s Department for International Development, Department for International Trade and Foreign and Commonwealth Office. The pilot offered guidance on issues such as bribery & human rights concerns to help businesses trade with and invest in Pakistan.

He recently led the work on developing the provincial investment policy for the government for Sindh (second largest province of Pakistan), advised Government of Sindh on setting up an investment promotion authority and provided advisory support to an Asian Development Bank project for promoting public private partnerships in Punjab (largest province in Pakistan).

Journalist & Public Policy Commentator: Hasaan has deep insights into the political economy of development in Pakistan and is a frequent contributor to the debate on development in Pakistan and its politico-institutional roots. He is a weekly policy op-ed writer for Express Tribune, the leading national English daily. He frequently comments on ongoing national economic policy and governance issues on national and international media.

Earlier in 2019, he was invited by the UK Government to attend and speak at a conference on ‘China’s Belt and Road Initiative: supporting sustainable development through high quality infrastructure’ at Wilton Park, West Sussex, UK. In March 2019, he was also invited by the Chinese government for a visit as part of a Belt and Road Initiative delegation of 13 opinion makers from 7 countries.
