Karachi is 23 Million people now, like other mega cities it should be broken into many small towns, and let the local town /city mange it. It is too big to be under 1 control. It should not just be Karachi east etc, but different new city names. This will not cost anything, yet bring more freedom to fix issues in it in my opinion. Let's debate on this, if anyone here is a urban development specialist, would love your comments.
