Teach people how to fish, Don't give them free fish. After some time the disasters become a business, A friend told me first hand that when their is no flood in Sindh, They are upset as they get so much food for free. I am sure it is similar in other parts of the world also, I say this after seeing this first hand and 2nd Hand. Charity has its benifits but you can not do it all the time as it destroys economy.
