Chairman Communist Party of Pakistan (CPP) Engineer Jameel Ahmad Malik today filed his Nomination Paper on NA-55 Attock-I before the Returning Officer Attock.

His manifesto for election is as under:-

میرا انتخابی منشور صرف اور صرف یک ایجنڈا پر مشتمل ہے. اور میری ساری الیکشن کیمپین (campaign) صرف اور صرف اسی ایک پروگرام پر مشتمل ہے. میں حلقہ نمبر NA-55 Attock -I کے ایک ایک گاؤں جاؤں گااور لوگو کو بتاؤں گا کہ کالا باغ ڈیم کیوں ضروری ہے اور لوگو کو باور کراؤں گا کہ اگر کالا باغ ڈیم نہ بنا تو ہماری آنے والی نسلے پانی کی ایک ایک بوند کو ترسے گئیں.

میں اپنے حلقے کے عوام سے ووٹ برادری, رشتہ داری, دوستی یا تعلق کی بنیاد پر نہیں مانگوں گا بلکہ مجھے حلقے میں صرف ان لوگوں کا ووٹ چاہے ہو گا جو نظریاتی اور زہنی طور پر کالاباغ ڈیم کی تعمیر کے حق میں ہوں اور اس بات کو سمجھتے ہوں کہ آنے والے وقت میں پانی کا مسۂلہ سب سے اہم ہو گا.

نواز شریف کی مسلم لیگ اور پیپلز پارٹی دونوں ایک طویل عرصہ تک حکمران رہے ہیں مگر ان دونوں نے کالا باغ ڈیم کی تعمیر میں کوئی عملی دلچسپی نہیں لی ہے. عمران خان کی تحریک انصاف کو بھی کالا باغ ڈیم کی تعمیر سی کوئی سروکار نہیں ہے.

جبکہ پاکستان کی تمام سیاسی , مذہبی اور علاقائی جماعتوں کو کالا باغ ڈیم کی تعمیر اور اور آنے والے وقت میں پانی کی قلت اور بحران سے کوئی سروکارنہیں ہے. پانی کی اہمیت ہمارے ملک میں صرف جنرل ایوب نے محسوس کی اور تربیلا ڈیم اور منگلہ ڈیم وغیرہ ایوب کے زمانے میں ہی تعمیر ہوئےہیں.جنرل ضیاءالحق اور جنرل مشرف بھی موقعہ پرستی کا شکار رہے.

کچھ عرصہ پہلےواپڈا کے چیئرمین ظفر محمود نے جنگ اخبار میں کالا باغ ڈیم کے حق میں قسط وارمضامین لکھے مگر پیپلزپارٹی کے خورشید شاہ اور دیگر موقعہ پرست سیاست دانوں نے بغیروجہ اور دلیل کےکالاباغ ڈیم کی مخالفت کی. ہمارے تمام سیاست دان جو کالا باغ ڈیم کی مخالفت کر رہے وہ پاکستان کے مفادات سے کھیل رہے اور ان تمام پاکستانی سیاست دانوں نے بلاوجہ کالاباغ ڈیم کو متنازعہ بنا رکھاہےجبکہ کالا باغ ڈیم خالصتاً ایک ٹیکنیکی مسۂلہ ہے اور اس کا سیاست سے کوئی تعلق واستہ نہیں ہے.

میں خود سول انجینئر ہوں اور چالیس سال سے زیادہ تجربہ ہے. بجلی کے بحران پر مستقل بنیادوں پر قابو پانا اور آنے والی نسلوں کو پانی مہیا کرنا ہے تو اس کے لئے کالا باغ ڈیم کی تعمیر ناگزیر اور ضروری ہے.

دوسری طرف بھارت کے کشن گنگا ڈیم کی وجہ سے ہمارے ملک پاکستان کے آبی زرائع متاثر ہوئے ہیں اور پانی کے مسائل میں شدید اضافہ ہوا ہے.

ہمارے حلقہ کا یہ نعرہ ہے.

ووٹ کو عزت دو

کالا باغ ڈیم کو ووٹ دو.
